The Department of Occupational Safety & Health (DOSH /JKKP, Ministry of Human Resources) issued a special order on 5th June 2017 and 13th March 2020, requiring Crane Lifting to be conducted by the members of the Lifting Team (Lifting Supervisor, Signalman, Slinger) who are knowledgeable, experienced, skilled. Besides many other conditions, they must also use a Permit to Work, in the form of a Crane Lifting Plan.
The ISO Group's CLS program is a comprehensive program for participants to learn and amongst other things, apply the following:
1. Understand the Roles and Responsibilities of Lifting Team members in respect of Contract Lift and Crane Rental.
2. Calculating the weight of and CoG of off-balanced and non-symmetrical loads.
3. Understand the difference and limitations of SWL and WLL of lifting accessories.
4. Understand Safety Factor of lifting accessories and equipment.
5. Understand rigging and angle factors for selection of rigging accessories.
6. Calculating the minimal SWL / WLL of rigging accessories to be used.
7. Applying different methods of rigging for different environmental / confined limitations.
8. Understanding and applying Crane Load chart for Lifting on Rubber and Outrigger.
9. Understand old and new LMI, Amber and Red signals / sound, crane swivel locks, and other controls.
10. Why the need for derating for different age of cranes being used.
11. Setting up limitations on over front / rear /side, applying D+d ≥ 2H, D ≥ 4B, GBP for different environments.
12. Use of Lightning Detector and Anemometer.
13. Use of Beaufort Wind Scale and its limitations.
14. Use of Lifting Plan Software for 3-dimension schematics.
15. Sample of a complete Standard Lifting Plan with Method Statement and 3D Schematics.
16. Respecting and understanding a detailed Method Statement for Critical Lifting.
Hands-on Conduct of a Pre-lift Meeting using a sample Lifting Plan.
LEGISLATIVE AND REGULATIVE
Explain the duties and responsibilities of an Appointed Person, a Crane Supervisor, a Crane Operator, a Slinger, a Signaller, a Crane Erector, and Maintenance Personnel.
State basic requirements of legislation, regulations, and Codes of Practice that relate to all types of lifting duties.
Explain maintenance, inspection, thorough examination and testing requirements for lifting equipment and accessories.
State requirements that allow safe site access and egress for typical lifting equipment.
Explain additional requirements for loads to be lifted from height.
LIFTING EQUIPMENT
Explain the function and use off, and use information provided by, RCIs and anti-collision systems.
Describe setting up, erection, levelling and dismantling requirements for different types of lifting equipment and lifts.
LIFTING ACCESSORIES
List different types of lifting accessories and explain typical applications.
Identify and explain relevant information relating to different types of lifting accessories i.e. markings, certificates and thorough examination reports, etc.
Verify sling sizes and angles.
Explain slinging techniques for given loads including balanced, unbalanced and loose.
Verify appropriate lifting accessories for given types of loads in accordance with given method statement.
Confirm weights and centres of gravity for different types of loads in accordance with a given method statement.
COMMUNICATION
Describe and demonstrate different types of communication methods for lifting purposes.
Communicate the lift plan information to others involved in a lifting operation.
Report and explain positive and negative aspects of a typical lift following and operation to the Appointed Person.
SUPERVISING
Identify potential hazards and unsafe lifting practices using given lifting scenarios.
Evaluate and explain how environmental factors and the surrounding area external to the lift zone can affect the planned lifting operation.
Prepare and area, with exclusion zones, from given lifting plans, ensuring safe access / egress routes for before, during and after the lift.
Mark the position of lifting equipment according to a given plan.
Verify potential proximity and underground hazards from given plans and drawings.
Confirm personnel requirements to meet the lift plan.
Mark the position of lifting accessories and prepare load spreading systems as required.
Confirm lifting equipment configuration from given plans.
Control a lifting operation using a given lifting plan.
